Nevertheless, no intimation of this decision was forwarded to Your Lordship either in the despatch No. 185 of the 12th October which covered the Papers, or in any other communication.

On the 18th December, a few days after my return here, Your Lordship's despatch No. 131 of the 27th October enquiring about the proposed increase was received, and, as I have previously stated, being left without any information as to what had taken place at the meeting of the Legislative Council, I desired Mr. Sharp to be informed that he could draw salary at the higher rate.

I explained the above facts to the Council at its adjourned meeting held on the 5th Instant, and pointed out how entirely Your Lordship was left without information of the refusal of Council and how impossible it would be otherwise than that the Secretary of State could think of sanctioning any such additional salary without the consent of Council.
I also admitted that a grave mistake had been committed in not undoubtedly apprising Your Lordship of what had occurred here subsequent to the transmission of Mr. Sharp's application, as immediate
